Thank you for the lead. I have a lot of apps installed, but not running them at startup. This allowed for me to nail down the issue to... Grammarly. Running Grammarly for Windows (in the background in the system tray) is crashing Start11.

This issue has been on-going for multiple versions of StartXX product (Start11 and Start10 for sure while I also own licenses for Start 8). Now that most of us download Microsoft Windows applications from Microsoft Store, those are Modern UI a.k.a. Universal Applications.
