A nice twist could be that the Thalans work with the Humans in hopes of being able to guide them into not destroying everything.

I have also done it in D3D using my Catalyst 14.2 I got 100+ fps before major shooting started and 35 to 45 when all .... broke loose. The fun of having multiple GPUs.
It is nice and requires you to check all axises. In the end I do not feel game play is enhanced.
The SOTSII govt is broken down nicely so any group could be anything within reason. Your Empire is able to go any direction depending on what you do. It would be nice if those ideas/concepts are shifted to GCIII
In SOTSII you can make a Science Space Station. That would prob also work.

The other way is to have us download it from a site and it is seen as software by steam. That is what I did for Star Swarm Stress Test. ie that is what got me to download Catalyst 14.2
Just plug your second monitor into the TV if it can handle it.
My interest is in its ability to handle multiple GPUs at once so maybe turns will process faster.
