Ahh, I see now, how did I miss that Entertainment Center was part of the Cultural Exchange technology on a different branch? It seems a little misleading, but I'm still feeling dumb.
Hi, I'm playing Retribution as Terran Alliance and have researched Xeno Entertainment, but the Entertainment Network doesn't appear in the planetary improvement list. I can see Entertainment Capital, but can't seem to get the Entertainment Network to display so I can build them on any of my colonies. I know in past games I've been able to construct them so I'm not sure why I'm not able to do it now. I've tried researched through to Interstellar Trade to unlock the Stadium, but while i
