Another factor that I haven't seen mentioned yet is that population growth drops to 0 on planets with approval rating less than or equal to 35% (red). Also, I think the advanced government bonuses (25% / 50% / 75%) apply whether your party is in the majority or not.

Without seeing the simulation results, I too would have assumed that a Frigate attacking a Battle Axe would win just a little more than half of the battles. But take a closer look at what happens each combat phase. The attacking Frigate is doing 0-5 hp of damage, while the defender is retailiating with 0-4 hp of damage. Don't forget that one of the factors of trade route income is distance between the source and destination systems. Even though galaxy size does not affect the number of possible trade routes, each individual route in a larger galaxy has the potential to be more lucrative simply because of the greater distances involved.
Experience from the beta: Military expense equals military budgeting + ship maintenance. Thus the number displayed for military expenses is often larger than the percentage distribution would indicate.
