How about the introduction of a terrorist movement that does something to a very important structure in the game (like 9/11). It would be neat actually to control such as terrorist group and have them do things while there actions aren't being associated with your empire.

How about a very rare event that a ship finds a stable wormwhole to another galaxy, which could either bring first contact to a far away species (new techs and whatever) or an armada constantly coming from the wormhole until someones destroyes the ships and the wormwhole itself.
