Are there leaders in the game? I'm not talking about generic leaders, but like ones that rise above as being truely a great influencer, military leader, etc. (like our history's great leaders). Perhaps they rise up and provide the empire various benefits until they die. I haven't read the manual fully yet, so I dunno if it's there or not.

They managed to give starfleet command 3 a high rating and that game was fairly hard to control and got repetitive when you learned how to play. Half-way through the single player games, I got seriously bored and couldn't stand multiplayer. I also didn't like the portrayal that the Defiant was a weak ship - that's absurd considered it was developed to take on the Borg. In any case, the game was about a 65-70 but they managed to give 80 or higher.

Well, in such a model, the only limitations to your empire would be people people and materials really. It's hard to tell what bonuses and negatives such a government would receive, but let's take the Federation for example - they probably don't trade a whole lot with other species if they are outside the federation. The best way to implement terroism is to have a new user interface for it. In a way it's like spying, so it should be integrated into that. You could have technologies to improve it, but it should be a fundamental thing that your empire can do.

and this intelligence is pretty well known to us now. Ask anyone on this board to 'think up' what you could do in this situation and after a day they would have tons. Now, how much would it cost to pay an average citizen to in 2003 to thinkup terrorist tactics? Not that much. In fact, nothing needs to be invented at all - all we need is the resources to do it.

Jythier, your logic is flawed. Unlike diplomacy and trade, terrorism is even more fundamental. Diplomancy requires new research because the aliens you are dealing with are not the behaviours and attitudes you would expect from working with humans. Likewise, trade and economics don't follow the same models as capitalism does today. In fact, civilizations might not even require money at all like the Federation. I have no idea. There are tons of biological weapons you can think up really and maybe the game has a bunch. If you could select from different ones, then perhaps each one could be good, evil or neutral. However, I think any good empire wouldn't resort to these tactics as it lacks honor - and usually good and honorable go hand-in-hand.

Oh, and in C&C: Generals, you can play the GLA which *is* a terrorist group. They even ram trucks into buildings and deploy nuclear weapons - even toxic gases on civilizians. If that can pass, I'm sure helping out a disgruntle terrorist group with no where near the visual violence would not be accepted or even frowned upon.

neat. I was actually thinking about launching a cloaked probe into the planet's atmosphere equiped with primitive sensors to detect large volumes of life. This probe could be used as the delivery agent and unless the colony can detect cloaked objects, the biologic weapon would be deployed and you never had to lose a single ship or person in the process =) I guess the delivery agent doesn't have to be cloaked, but if you could cloak it, that would obviously improve your success rate wi

Is it possible to deliver biological weapons to colonies, perhaps even infecting pregant individuals to kill off their unborn children (thus forcing the empire to come up with a cure, fix bio-agent effects and possibly send new colonies to replenish the numbers)?

no, what i mean is we have terrorism in 2003 and we've probably had it since there were the 'invention' of two fueding, neighboring cities back before 0AD. Well, that's just it - if you are evil or want to be evil, you choose them and influence them to do your work while at the same time achieving their own goals, serving both interests. A good empire would obviously decline their offer and might even take them out before an evil empire decides to accept (so it doesn't become a problem). You can also have other organizations. Well, you could masquarade it somewhat. "A small race of humunoids that believed their gods betrayed them to their rightful place as a major power. Oh, and you could have the opposite of terrorists, like funding independant science groups or other groups with worthy causes which would give you other gains and make you more good instead of evil. This way, any empire can fund independant organizations (which is a higher-level abstraction than just terrorists).

you find an abandonned shuttle. you can choose to search it and you can find good things/bad things. a) the shuttle is rigged to explode b) pilot from an ancient race (salvage parts for money, gain new tech) stuff like that.
