Rusty, Gogamer.com is a great shop. I've been buying from them for the past couple of years (they used to go by "Compuexpert") and have nothing but good things to say. I've got GalCiv on preorder with them as I write this... :)
The AI as demonstrated in Brad's game examples is what has impressed me the most. The humor is a close second. ;)
"Ahh... so the governor is just for the planets spending ratios. A military governor spends more on military than social, etc... " The governor is merely a "face" on a build queue to give it an RP quality. He/she doesn't do any thinking at all. If there's no build queue set (by you) the governor does nothing.
The governor follows your predefined list exactly.
Good question but it sounds to me like the AI only plans during your turn. I'd imagine that each AI takes its turn in succession... any beta testers out there wish to clarify?

Will the editor allow the use of different sprites? IOW, if someone really wanted to make things look less "human", could they use a series of customized graphics?
