Bull. From the looks of things, this "bonus pack" has been a clear cut way for the devs to create a means to "counter" software piracy. They are making it CLEAR that the game that is SHIPPED is not the full game, and that the "bonus" content that will be included with the pack is going to pump things up. If I were a consumer, and I was legitimately looking between MOO and GALCIV, and was informed that I would need to download content to "BEEF" up my supposedly GOLD copy of this game,

Sorry, but redistributing 10 "ability" points to other factors and choosing "party affiliations", does not introduce a WIDE RANGE of customability that makes up for the LACK OF choice in this game. ALPHA CENTAURI perhaps got it right out of any game I have played. Each civilization was distinct and different, and even had social restrictions based on who they were as a group. Question? How are you going to be able to block a CD from getting bonus material update? Unless you lock out a certain cd-key, etc. - most folks will be able to have a workaround for "bonus packs" in a relatively short amount of time. No offense, but I think resources are better spent elsewhere than trying to lock out cheaters. I have yet to find a game (single-player), that has any kind of effective anti-piracy measure.
