Under the foreign policy button, there is a tab for minor races. Click on it and a screen showing the different races will appear. Just click on the one you want to talk to and click the speak button. As for finding them you just have to click around the map. Each minor race has a symbol so just look for that on a star system.
As for troops, you already have them! Whenever you launch a combat transport, the game prompts you on how many troops you want. You'll want a lot to get control of a star system.
I found 2 class 26 planets in my game and colonized both. I built a Hyperion manufacturing center on one and with the other manufacturing improvements it gets about 25 production points a turn. It can churn out battleships likes there's no tomorrow! :D
That's because of your government expenditures. Go to the domestic screen and adjust the domestic spending slide bar down to a desireable level.
All upgrades that you give to a starbase only have an effect in the sector that they are located in, so place them well! As for resources, I'm not sure. I don't have access to any in my game. Darn those Drengins!
I have a 500 pentium III and the game runs fine. I can play on a large galaxy map, but my computer is probaly too slow for a huge or gigantic galaxy map.
I just got this game yesterday. It's the most addictive and deep turn-based play that I played since Alpha Centauri. I ended up playing it until 2 A.M. Now if you'll excuse, I got a galaxy to rule! ;) P.S. Even though I do not meet the minimum requirements for the game, it still runs fine even on a large map (I won't even try huge or gigantic size).

I am a little concerned about the system requirements. I have a 500 Mhz pentium III, 160 mbRAM, a 16mb video card, and directX 8.0. Will this be enough to at least run the game on a medium map?
