I too, feel IBN's pain. How about this. Once a starbase is built, select which options you want to have built. This is a small nodification to the existing starbase addition screen. Select options as done currently, but text color changes when option is functional. Then all you have to do is send constructors and when everything you want built is built, the constructor balks and waits for new move instructions. This should relieve major code working issues, except for the e
