Just finished a game: 5 races set to sub-normal, tiny galaxy, rare planets. The AI kicked my butt, and made it look easy. I've beaten this setting numerous times before, but this game, the AI was VERY aggressive (especially the Torians). More importantly, and this is a game-killer for me, I could not keep my popularity rating above 50% no matter what I set taxes to. Even at 0% taxes, my popularity rating was 43%.
