I find it cheaper to trade a few techs for whoever is closest to the Drengin to go to war with them. That way I can refuse their demands without fear of them going to war with me as they have less of a tendancy to declare war on a major if they are already at war with one. I then have the option of financing whoever is losing so that both major races continue to poor huge resources into their war, while I peacefully build up my economy. Here's an idea, create some events that occur based on your alignment and/or technology. Example: Due to recent advances in mind control and your policy of torture for failure has caused an increase in your soldiers abilities. +10% soldiering These types of events would help to give some depth to those technologies that serve no other purpose than to be a pre-requisite for an improvement or another tech.
