It says that the average temperature over the period 2011 to 2030 will be 0.64 to 0.69 degrees warmer than the average temperature over 1980 to 1999. The 0.05 is the range in the predictions.

I have only one request regarding GalCiv2: please do something about the colours so we don't have to have dark blue on black as the colour scheme for the player (it's just too hard to see a lot of the time).
