Planetary Morale in Strategies Stardock Forums

I seem to have trouble keeping my planetary moralle up. I have 4 systems that I have had control of since nearly the beginning of the game, but I can't seem to keep them happy. Even after building every morale boosting structure I could I still seem to have to keep taxes at 5-10% to even keep above 40% morale, any help would be appreciated. ~SDC~
