Who chooses to "upgrade" from Imperial Rule? My empires run just fine under that and the Senate always votes in my favor ;)

OK I read through a lot of the Encyclopedia and it looks like the secret to improving relations is trade. I'm going to try and max out all trade lanes with all races and then wait and see. I'd really like for this to be a feasible path to victory rather than theoretical.
That's disappointing. It basically reduces the game to, conquer my enemies and then conquer my friends. Make that very disappointing.
The difference between GC's interface and MOO3's is night and day. If you have any level of prior experience with strategy games, you can play GC right out of the box without reading one word of the manual. No one will ever understand the convoluted morass that is MOO3. Worst interface ever.
I understand that you have to reach a certain level of relations and have researched the Alliances tech to be able to sign a treaty and ally yourself with one of the alien races. What I don't seem to understand, is how do you increase their relations level? I've totally dominated the galaxy to the point where I have 56% of the vote in the UP. At this point I just want to sign alliances with the remaining majors and win the game peacefully. The problem is no matter what I do I can't see
