I think trading with them helps, though I might be making that up. Also, give them stuff. Obsolete ships make a fantastic gift to civs you are trying to butter up. ~SDC~

Enforce a maximum number of starbases that an empire can support, tied to either the number of planets controlled or to population. ~SDC~
Resources should not disappear on the mini-map once someone plops a base on them. It would be nice to have that information on the map so I can poke around them during times of war, rather than being forced to remember what sector that military resource was in. ~SDC~
I think Windscion hits the nail on the head with his point about having a strong military. Even if you are a trading empire and don't intend to use your military strength, you still need to have it. The AI is clever enough to recognize easy pickings. ~SDC~
I once had something similar to this. I had a random event where I was told that "outside forces" were funding the Yor in order to get them to declare war on me. Suddenly, about 4 dozen corvettes popped up all over the map. Luckily, they just served to level up my BattleHammers. ~SDC~

I just won a game on Beginner where I did something like this. At any given time 50% of my income was coming from tribute generated by selling tech to the AI. Biggy is right that the minor races have a tendency to go broke, but as for the major races, you can squeeze some good money out of them. Personally, I only dealt with the Altarians, the Torians, and the Alcaens, and by repeatedly dealing with them was able to Ally with all of them. ~SDC~
How can you tell what the population capacity of a planet is. That is, how do I know when I'm getting overcrowded?

Also, don't forget that the "moral choice" events can confer pretty substantial planet-specific bonuses (though only if you choose the 'evil' choice). In one game I had a planet that had a +49% starship bonus. Obviously, this wouild be a nice place to build a lot of starship and military production upgrades.
Whoa, let me get this straight: when you upgrade a starbase that sits on a resource, then the added bonus to that resource spreads across your whole empire? For example, usually when you build a cultural add-on to a starbase, it only directly affects the sector that the base is in. But if the base is sitting on the influence resource, then your whole empire gets the bonus?
So long as you can defend the starbase, sounds good to me. Personally, I've found that starbases are awfully tough to defend when dreadnoughts show up. Of course, I suck. ~SDC~
