I have exactly the same problem. It is not uncovering for the first time, it is after that. One thing I noticed is that the areas look different when you scroll. But something has to be done to have esier distinction.

Here is a solution: Make possible for player to adjust the point above which the population starts growing! Need higher moral-adjust it to 60% or 80%, but expect that population level will be less and some of the planet become shrinking in population: you have to have less people in order to make them happier!
