I think that interplanet transfers are a bad idea. Empty queues are bad if production points are being wasted, so do we reallocate them to the other queues or do we put them into the Empires treasury as cash? Here's an idea. Keep the Empire wide sliders as the base levels for all of your planets, but give each planet a set of three modifiers to adjust their own actual lev
