2 important responses: 1) I see the "81" frequently, on that and other UP law descriptions, only when I look closely it's actually 8| (Shift-\ on my keyboard). Yes, both will work. The 'capitol' is only another building, though it can be built only once it can be captured many times over. To really make the capitol unique, it should be dismantled if the planet revolts or is conquered, forcing the new owner to rebuild something (and presumably not his only capitol). But the game doesn't do that (yet).
It's not a question of needing numbers, or wanting to maximize everything, how about if the results just MAKE SENSE? Like why does it cost me MORE to upgrade a research center to a research acadamy than it does to build a NEW research academy in an empty space? Why can I stop ship production to save money but if I stop social production the money goes totally to waste? Why can't I cut spending to one or two worlds to avoid a budget shortfall instead
Since alt-tabbing has problems, I tried running in window mode (as recommended above if you want to switch apps a alot). New error showed up: every time the Windows screen saver activates, GalCiv II (in Window mode) crashes to desktop. This is extremely annoying if you leave the computer for just a short time, and lose X turns since the last autosave...
I attacked and conquered the only planet of a minor race which had two mining starbases (i.e., bases held two interstellar resource points). After the race was destroyed, its bases disappeared...but so, in some ways, did the resources it was using. They still appear on the map--but a mouseover on the icon shows no popup with info/description, and a constructor ship can't mine the sector. Construction is limited to the same 3 options you have in any other sector (military, economic, influence)
