Code Monkey...you miss the point...I am full aware of the culture influence aspect of the game...and fully aware of the effect of star bases with cultural modifications, but that should not be the ONLY way to prevent rebellion. Orbital fleets and military presence in general should have a huge effect on a planet or systems morale...it always has and it always will...
You bring up another point I sort of don't like...I think troops should be trained. Don't get me wrong, I like the idea of "recruiting" from the population, but still...i think it would add some more depth to the game if troops had to be trained or built...I hated MOO3, but i did like how there were Marines and other kinds of troops as well as skill levels...I think it would be easy to add some depth to this part of GalCiv without changing the game too much...
OK...here is something that has really been getting under my skin. Some of my planets on the fringe of my empire frequently rebel and join the Independent League, usually due to low morale or what have you...anyway, I subsequently send over a fleet of transports to restore order, invade the planet with my 500 million troops and take it over. Now the planet is back in my hands with a population of 500 million from my invasion force. What happens next turn? You guessed it...the darn planet rebe
