I almost pre-ordered the CD through Stardock, but I got to the last page (I think) and it never mentioned Shipping and Handling. So is "$44.95 + s/h" slightly incorrect? To decode/encode in MP3 format, you're supposed to get a license from Fraunhofer IIS-A and Thomson. You can read about it at www.mp3licensing.com . In a nutshell, they devloped it, they have patents, they want money if you use it. Winamp gets away with having a free mp3 player because they used to charge for full versions. Now their licensing is paid off, and they can give it away for free ~SDC~
