1) I don't know. Maybe the capital planet has different rules. 2)Yes, I believe lower class planets limit population growth. It's one of the things that makes high class planets more desirable. 3)Pretty sure that's a bug.

I rarely see the A.I escort transports on any difficulty setting...not sure why because it can be so damn clever sometimes!
Funny....no one complains about the absence of tactical battles in Civ IV (the supposed king of all strategy games). I like them both even without....besides like Alfonse said there's enough to do already.

I'm 95% sure you can. I think since there was some confusion when the game was released (some retailers didn't specify CE in their preorders) so everyone can download the CE content. I ordered the direct download version of the game on the release date and got the CE.

Play as a Federalist (+20 economy) until you learn all the ins and outs of economic management. By the way a grand per turn is a LOT, probably a lot more than you need. My surplus is usually in the low hundreds (if I even have one). Reduce social and miltary spending (especially social, that seems to cost the most) and increase research spending and go after some economic techs early.

I've built transports that can carry 4 billion troops (very slowly over short distances) although these turned out to be grossly inefficient since I hardly ever needed that many troops. Once you research Space Marines, Shock Troops, etc your forces become much more powerful and if the enemy is behind in tech you can pretty much dominate invasions.
It will produce more industrial points, but the population will grow very slowly (and cap out soon) plus they might be unhappy without at least one morale boosting structure. Also without a Starport you won't be able to produce any ships.
Just attach weapons and defenses onto hulls that have more than one hitpoint.....start with that.
I think anyone can get the bonus items even without a CE. You have to download the CE content installer.

I like the system the way it is.....I mean think about it.....in a lot of situations doing the right or "good" thing is more difficult than doing the wrong thing. Look around the real world....the good must work extra hard to achieve while the evil exploit. Simplistic example: Man driving down road notices armored truck spill out a money bag....he can a) Good- return the money and recieve a nice "Thank you for being so honest", b) Neutral ignore the situation c) Evil - Kee
I would have liked to see Terror Stars in the game except this time maybe they could've only been able to destroy planets instead of whole star systems. That way if shared a system you could destroy the enemy's planet and spare yours.
There are U.P resolutions that put a tax on foreign planets in your territory and there is one that only lets you collect anomalies that are with your territory. Oh yeah, and it would have been nice to include an expresso machine with the game too, maybe you could mod that in...thanks.

Ahhh...maybe neutral isn't as useless as I thought. I've been going with good or evil so far, evil mostly. Last time I was good I couldn't use any of the special equipment like the subspace rebounder and stuff....so I've been doing evil because everything seems to work.
I think neutron star are actually the ones that tend to explode.; and yes that would be cool.
