I have gotten a system now and then during "peace" negotiations. These were small systems on the fringe of their empire and which they had gotten by a race giving up and going with them.

I did not read your initial post carefully so I started to edit the manual. I see now that you have a writer onboard. I am an editor and would be another pair of eyes to polish this effort if you like. One area of concern would be to insure that the outline (headings) are all consistent. Anyway, let me know.
