Well, I'm sure you'll get some much more insightful responses, but for what it's worth, here's my approach: At game start, set your spending to 100% and your taxes to whatever keeps you at 100% morale (no reason to go below that level, is there?). Set your defence spending to 100%, 0%-0% on social and research. At this rate you can pop out a colony ship every 2 turns or so. I also lease two colony ships immediately.
