Whatever I find out in my research, it does seem obvious to me that dumping anything in the oceans of the world should be a no-no. You might take a look at the steel industry. Ever wondered what happens to all the scrap heap cars in the junk yard? They are mashed up and sent for recycling but there is only one market in the world where the envirnomental laws make recycling of steel a worthwhile investment and that is China. I find it impossible to believe that the government can run ANYTHING in a cost effective and productive way.
