I think the + to starships does affect the ships built at that planet. I noticed some of my dreadnoughts in an earlier game had different stats from each other. But what is the effect of + to economy? I always try to use it, going for the Federalist option, but if it doesn't do anything, I might as well not bother with it. ~SDC~

I chose luck in my last game for the first time, and one of the comp civs got the Comeback event, where they become ridiculously powerful. I suppose I should have tried to beat them but it was a gigantic map, and I couldn't even get close to them before they totally dominated their part of the galaxy. Of course, your experience may be different. ~SDC~
