Well his accurate information is in direct contradiction to my ingame experience. Though in my case it was not a stack vs. a stack, it was 3 enemy battleships seperately attacking my stack (don't know if I had it as a fleet or not, don't know if that matters) of 2 battleships and 2 axes. The battleships had def of 8 the axes def of 9. The final tally was 2 living enemy battleships and 2 living axes. I'm not making this up! I swear... :)

Well for my 2c... I like both MoO3 and GalCiv and I don't do any MP. Umm, I don't think that it always picks the highest def... in fact I know it didn't on at least a few occaisions in one of my games. Seemed to me that it picked the easiest ship to destroy (this is in space not on a planet). I had a couple of weakened battleships stacked with an axe or two at full strength. The Axes had better def and more hps, I figured they'd take the shots and save my battleships, but nope, three attacks latter I had 2 full strength axes and zero battleships. It d

It'd be nice to have a military or social project that takes any spending in that catagory and simply turns it into cash. Tie the project to different techs so it'd start at say 20% and go up to 90% or something... At least that way you're not wasting as much.

Hmm if there is more cash around, and cash is more valued by the AIs vs. tech, how much is tech devalued? Its fine to make the AI's like cash more for tech, but to also make cash easier/more abundant... Seems counter intuative to me. It would be really nice to be able to bring up proposals though. It'd make that aspect of the game a bit more interesting. The best way to do it would be to associate some cost with issuing a new proposal (or revote on an old one). That way even if you had a voting block you still couldn't ram rod everything through that easilly.

Perhaps you've not heard of Food Stamps and Government houseing (usually refered to as Projects...) these programs worked so well that, well, actually they worked very poorly. The main problem is really education, and while the US system certainly leaves much to be desired, the main failing as I see it, isn't necessarilly with the schools, but rather with the general attitude towards education. This attitude that education isn't needed has been a *direct* result of the wellfare state
