no, no, no. :-) Planetary Defenses ONLY effect ground troops, NOT ships in orbit. However, ships in orbit always get a bonus to their attack value, I think it's like a 60% bonus.

What I meant was: Banking Center is normally 20% econ, so I would expect that if the empire wide bonus was 50%, and my base taxes on the planet were 100, I should only get 70% increase (50%+20%). Since the military rating is messed up, the computer thinks it has a big advantage over you and tries to bully/attack you. In order to prevent this, build up a bunch of star fighters early on and you'll see your military rating skyrocket. The AI's will usually leave you alone at that point, but don't take any chances. I think the problem is that the AI is just too one-dimensional. They play virtually the same way every time, and the way to beat the AI when it plays it's style is to do just what you described. If the AI changed it's strategy, then it would require the player to also adjust. But it doesn't and so when the player figures out the AI's strategy and what beats it, the player can do it every time and not worry about the AI changing strategy. For the social projects, they ONLY effect ground invasions, and don't effect ships in any way. You can only invade the entire star system, not individual planets, so the bonuses all apply to the star system defence. However, I don't know if all the bonuses add up (for example, if there are three planets in the star system, and all three have omega defence, is it a 150% increase in ground troops, or does just one of them count??)
All of these ONLY effect ground combat, and don't effect ships in any way. And yes, they all stack. However, I never build any because I think their upkeep cost is way too high to bother with.

Well. . . I decided to "test" this also. I restarted a bunch of games and tried the different starting parties and bonuses. All I checked was the starting tax incomes from the different class planets, at 33%. I didn't actually play into any of the games to see how much of a bonus shows up later on in the game. Anyways. . . No Econ bonuses: Class 16 - 8BC Class 17 - 8BC Class 18 - 10BC Class 19 - 10BC Class 20 - 12BC Federalists (+20%), no other econ bonus:

Starbases also help to increase your influence in the sectors that surround them (and more so if you build culture increasing modules on them). Kavorkian, are you playing on tiny-medium maps? I play on mostly medium maps, and I agree fully, there is no way to skip building ships until you get to BH's, the AI will slaughter you if you do. But on larger galaxies, it's the best way to go.
Are those facilities supposed to enhance the hitpoints of the ships created there? I don't notice any difference in my game. Ships created on a planet with Advanced Quality Control and Shipyards has same HP's as ships created on another planet without those enhancements??
I finally figured out that the good/neutral/evil choices change your alignment by a different amout each time, depending on what the bonus/penalty you get for each choice. So if the penalty is only say -4% research (bonus/penalties are random), your alignment won't change by very much. Some events are more drastic than others, and some events always only give +1 alignment for the good choice no matter what (usually the ones that don't have a penalty for good).
