uncolonizable stars/planets in Strategies Stardock Forums

In a sector I control, there's a white star, Aquilae, just begging to be colonized. The display indicates Population: 0 million Influence: 1 I send a colony ship but can't enter the planetary system. I send a transport but can't enter. Aquilae appears not to be occupied by any other player nor does there appear to be another player's spacecraft in orbit. What gives? Courtenay, aka O Fogey

Thanks for the expanded manual. It certainly helps me enjoy GalCiv even more. Perhaps I overlooked it, but I can't find any reference to the inhabitable planets I run across that are owned (by as I recall nonmajor civilizations) but show zero population and zero influence. I can neither colonize them nor invade (with transports alone). What are these planets and how can I use them?
