OG - Actually there was a very small minority of the administration in favor of allowing Turkish troops into northern Iraq. If you will recall it was Turkey's insistance on being allowed to do so in exchange for basing rights that led the the war from the south. Bush did *not* want Turkey in Iraq at all at the beginning of the war. There are significant hurdles to the economic approach with Muslim nations though. It is difficult to sell the women clothes when wearing them is a stonable offense but I think the idea has tremendous merit.
