Is there any further information on how the "Probability" field works? Or is there some other reason behind the following phenomenon: it seems that the few new events I downloaded and installed from the Library have accounted for about 80% of the event occurrances that I've seen since I installed them.

I created that very thing for myself, Roamdog... Tech name, up to 3 pre-req techs, blah blah. Only difference from what you're asking is that the bonuses provided by the tech all go into a single column, so it fits onto a landscape page. It's only 4 pages, but that's largely because it's in pretty small type. (7 point Arial; I can read it fine if there's good light.) I had a game in a Huge galaxy where three other races besides myself each had a completed terror star, so they do definitely build them all the way up. (I was way ahead at that point (had 3 stars myself) so I never saw them do anything with their stars, but they were indeed completed.)
#9 - For just that reason, I tend to name my planets things like "ACb" and "DEa" so I'll know exactly where they are (sector 0,2's second system and sector 3,4's first system, respectively). Comes in really handy in a "large" or bigger galaxy. Not nearly so important in my current "Tiny" game... Of course, I do wish that the origin sector was in the lower left instead of the upper left.
On the other hand, Sephlock, it's better to waste money by not building something than it is to waste money building something that you don't need, that has a maintenance cost associated with it.
