The 30% spending means you're using 30% of your production capacity (not spending 30% of your income). Research and production bonuses are somewhat complicated. My understanding is this: If it's a research bonus from a starbase on a research resource: 2/3rds of the bonus is given to you as "free" production (you don't have to pay for it as normal), you have to pay for the other 1/3rd. I've played about 5-6 games, the Yor are always a minor power (sometimes even eliminated before I can get in contact with them). Maybe some computers just don't like the Yor, right Christopher? :)
Tech victory: a viable option even if they're ahead, as the computer can't win by tech (at least until the expansion pack). In previous versions you could even wait until an AI got Final Frontier and then simply acquire it from them (possibly by taking a few planets) and win. As it is you can still get Beyond Human from them, most likely... but Tech Victory is usually as easy as securing your position and hitting turn a lot. The artificial sattelite, planet, star, galaxy and wormhole techs are essentially just to make tech victory take longer and to mock the player who wants to make those things ;) If you want something approximating artificial wormholes, just build a ton of speed-enhancing star bases in one sector (preferably the one with your main trade route planet) and use it as a catapult.
The data patch and the code patch have no compatibility problems regardless of whatever the disclaimer said. I installed the game, installed the data patch, then installed the code patch (a few hours later after it was released), and played... no problems (the game didn't crash even with 3 solid days of play on a really old machine, that's even more stable than GalCiv for me, and rather impressive for something written in C++). Sounds cool to me... the "nothing" = "spend all the cash with no return" is probably the most annoying thing in Galciv right now (the game still rocks, but this "feature" makes me go grrr...) I would adore the ability to have it so that any planets that still have things in their governor build queue would do x% social spending and the other planets would use that x% elsewhere.

There's a regrettable amount of drama going on about this, but I think most of us understand the real point: People have seen the AI do things that would not be possible for the player (ie get Space Militarization before anyone had Battle Armor), and they would like the matter investigated. If it's a bug they would like it fixed. If not, they would like to understand why the AI is behaving in such a manner (even if it's just something perfectly normal that they didn't notice at first).
