If one of your planets (Earth) is developing a Trade Good (Aphrodisiac) and an opponent beats Earth to it, the Governor does not begin work on the next Social Project in the queue. It leaves Earth's Social Project slot empty. I've been playing GalCiv for about three weeks now and am a little disturbed by how much paper and pencil busy work is required.
