oh I'm sorry. I was thinking people were talking about when you clicked on the objeckdock menus of being slow. because some times before i renamed those files mine would freeze for a few seconds and sometimes stop responding all together.

From logon it take 58 secs until i have loaded objectdock. I also shut down my pc all the time. My pc is 7 yrs old a quad core and 16 gigs of memory and a ok graphics card
I am using windows 10 pro x64 and not having any delays at all. Im not a computer expert or anything i just tinker around abit thats why i came up with the renaming of files so they would not run at boot which helped my system 100%

not sure if this will help you but stopped dock64.exe and dock64.dll from running by renaming it to dock64.exe.old and dock64.dll.old and it stopped being slow and hanging in windows 10. Im not sure what impact that will have on the program but it seems to be working just fine.
I have version 1.90 build 537u i got it by uninstalling it from impulse and reinstalled it from stardock central. the the start menu works fine for me and im running vista home prem 64
I am running the same (Vista home premium x64 SP1) and started crashing right after i upedated to 1.10.023 also. and your right reinstalling didnt help

you might try to check the windows services and see if Stardock WindowBlinds startup type is set to automatic or manual.
I have had the same problem and i figured out its the iprepair.dll in iconpackager. I had to uninstall Iconpackager and then search the registry and delete all instances of iprepair.dll then reboot. After that everything works fine!! I have even reinstalled Iconpackager but before i rebooted i deleted all instances of iprepair.dll and everything still works but i know by doing that Iconpackager more than likely won't work right.
