There was a poll on the galciv website recently asking whether, if there was more than one star base in a sector, whether or not the effect should be cumulative. However I don't think the poll gave enough options. My idea is that the law of dimishing returns applies. This means the first starbase in a sector is fully efficient. But the next one built there is only 1/2 as efficient. The next one only 1/3 and so on. The game would have to keep track of the order in which starbases are built to app

3 parsecs between starbases? could this possibly be a variable that is changed with technology and race attributes? So instead of 3, how about (say) 10 parsecs, but new techs gradually bring that down to a minium of 3. Also you could have race attributes that modify this. Alternative to spacing between starbases, you could simply have a maximum number of starbases allowed in each sector, which, again, could be modifed in the same ways as suggested above.
