Additional information: The failure to submit wasn't itself a bug; I lacked a functioning internet connection at the time. After a few tries, I managed to get the autosaved version to work by conquering the last planet instead of destroying it. ~SDC~
Auto-survey now stops working while there are still anomalies left. If you try to build a terror star while in debt, you get an inappropriate message about a maximum of 0 modules. When I completed the game and tried to submit, it failed and gave me no message that it had failed. I reloaded the endgamesave - it didn't work. I got a completely messed up galaxy. Do you mean one per planet, or overall? I was under the impression it was possible to buy one and build one on the same planet in the same turn. You can't buy if you would have completed the improvement in one turn anyway, so sometimes you have to set social spending temporarily to zero. ~SDC~

1, if you can trade for Dreadnaught tech (tends to be outrageously expensive). AMMs tend to be a better strategy than Avatars - they're much cheaper anyway. Otherwise, 2. I usually have enough time for DT at Maso - possibly depending on the map size. I tend to research Nano-Metal Composition and then switch to 100% social and build Manufacturing Capital first and DT second (without even having build soil enhancement). At the moment, you build a terror star on one turn, and it's not until next turn that it can fire, so the AI has time to declare war on you and destroy the base if he wants to - it's not like I ever defend them. I interpret his failure to take action as a fatalistic acceptance of the inevitability of death. It could be fixed, but unless they also make the AI better at culture war and military strategy, it won't add much to the difficulty of the endgame - it'll just make it take longer.

Profits will not go up 5%. What should happen is that it will go up by 5% of the base tax income (which is less than the total tax income if you have any other economic % bonuses). Then there's the capping effect, which means that beyond a certain level (related to planet quality) new people and new economic bonuses only make a very small difference.
