The optimum strategy is probably the Theoden Technique: Join a really big empire. Raise your profile, for example by editing the Metaverse Review. Wait until your emperor retires and the empire's momentum is gone. Then strike out on your own and hope some people follow you. If they do, then others will follow, and these will be the most active players. I wish I had joined the Guardians now...

Resource bonuses should affect your entire civilization. The improvement in influence isn't instant, which probably explains your misleading experimental result.
Culture was my standard technique for winning gigantic maps, back in my pre-AP days. I always switched off cultural victories so it would score as a conquest. It's really quite easy on gigantic maps, because there tend to be a lot of influence resources. If you can buy, beg, borrow or steal them all, and build a +68% starbase on each one, then you can usually culture flip the entire galaxy, with a bit of help from Party Palaces in the difficult spots.

Don't forget the introduction of Altarian Prophecy. That made it possible for players like Technician to get 60K scores in Alliance victories in an hour or two, creating yet more score inflation and helping AP players catch up with those who had previously enjoyed a big lead.
