how do you quickly establish cultural influence? in Galactic Civilizations I Stardock Forums

Whenever i start a game with normal or harder opponents, the sectors my colonies are in are quickly taken control of by my opponents. Sometimes I get the culture sickness and my colonies secede and its problematic. How can I increase my influence early on so I control my own sectors?
