New to GC3, can't find these gameplay features in the manual? in Galactic Civilizations Series Stardock Forums

Downloaded and played last week, version 2.0. Generally the game is beautiful and I enjoy it, it's very much a 4x space game which I enjoy, plus some new concepts. Starbases are really cool, for instance, as are the 'idle ship' warnings on the turn button. I have read the documentation PDF and played the tutorial, which didn't seem to explain the following.
