What do you mean not be honest? That theme is the default ice theme. The windows start button is part of the built in option of the Windowblinds application. I also did post the Win10 version and build in the OP, so please don't make me out to be some kind of deceitful person when you didn't read the entire post... Here is a screenshot of the issue with the version of Ice that comes packaged with WindowBlinds. This issue happens with other themes as well. Win10 Pro, Version 1803 build 17133.1

Well, changing to a non-modded theme that comes with Windowblinds also does not theme the Win10 Settings titlebar. So the issue is not the theme, it's with Windowblinds. I am attempting a purge and reinstall now. Edit: Purge and reinstall did not resolve the settings app skinning issue for me.

The issue I am having with settings is the modern frame is not being themed for some reason. I will backup my version of Ice and do a purge and reinstall and see what happens.

The theme is "Ice". I had to edit the theme as well in Skin Studio to get button text to display properly. Also, changing skins has fixed the overlapping window content/titlebar issue.
