I think that without the ability to call for votes on issues the UP is much less cool than it should be. I don't know how many of you out there played SM's Alpha Centauri, but I think that they did it right. You could call for a vote at the planetary council from some menu, and there were rules about how often you could call a vote on the same thing (X game turns had to pass between votes, so you couldn't keep calling it until you got your vote).
