Make it possible for the PLAYER to PRESENT PROPOSALS to the UP! Kinda sucks that you can't, I hate having to wait and hope for a certain resolution. Maybe make a window open before each UP session asking if the player wants to make a proposal out of a list. If not, default to random. Of course, certain proposals only become available as certain techs are reseached. This would make the UP a lot more "fair" to the player and certainly increase it's usefulness.
