Political Party And Abilities in Galactic Civilizations I Stardock Forums

I'm sure this has been addressed somewhere in this forum, but I can't find the correct information, so please excuse any redundancy. But I'm at a bit of a loss as to what the point of choosing a political party is. When I select a party (Populists for example), the screen says this gives a +20 Morale and +20 Diplomacy (I think..), but in the Abilities box below, nothing happens, and I have to manually choose my desired abilites. Yes, I can pick +20 Morale and Diplomacy, but I don't have to,
