Or keep them at war with other AI's (by bribing them on the diplomatic screen to attack) so they are too concerned with the other AI to worry about you. Start wars much earlier in the game, and keep at least the top two militaries at war. I also like to mix up who is attacking whom, to help reduce the possibility of alliances later on by keeping the relationships between the AI's poor.
