download the file to your hard drive, then run IconPackager, click on "install new package", select "from disk", navigate to GT2.ip and select it - it should then be installed, click "apply" if you like the look of it

I have friends who seem addicted to over-clocking. I can't really help with your specific problem Jeremy but I can say that I have used system restore in the past with no problems at all. It doesn't remove personal data from your system other than perhaps program settings or somesuch. Any software you installed after the point to which you restore will have to be re-installed but as far as I know that is about the only downside..
