I'm afraid not. There is no way to get around the cost of upgrading. If I understand your idea correctly, you want to "pay" for the upgrades with factory production, but you can only do it with credits.
I share the thoughts of the OP. It has always bothered me, for instance, that GalCiv2 gives such an advantage to those who play "Evil," when I want to play "Good." Calling the OP's game style choice "stupid" might be described as ... well, stupid! (No offense). I've got to agree that the present spy system is not the greatest, and I also liked the original better. Wasting a precious tile on every planet with a counter-espionage center is not my idea of an attractive solution ... especially since it does not remove the spies that are already there. I look forward to this aspect of the game being improved.
Impulse worked fine for me yesterday, the only problem being that it showed T)A as not installed ... so I just let it install it again (on top of the one I already had installed) and went to do something else for a while. Then, today, I got the update for TOA with no problem. It is a nice looking program, and I hope that the bugs are worked out quickly for those who are having problems. I'll second the advice re Nvidia drivers. I had the same frustrating problems from day one, but the latest (mid May) Nvidia driver release solved it 100%. I hope it does the trick for you.
I agree with treborblue, the entire proceedure for upbrading starbases is way too cumbersome. For me, they are such an important part of the game that I force myself to go through the hassle, so revamping this would be a most welcome improvement to the game.
I experienced the crashes frequently from the very beginning. We were told on these forums that the kind of crashes we had were the fault of Nvidia, and that they (Nvidia people) were fixing it. I thought that three months was a long time to wait for the fix, but I frequently cheked the Nvidia site, and saw a new driver released on May 16. Sure enough, the crashes ended when I installed it. Unless I missed something, I have not seen this driver release mentioned on these forums, which kind of su
I have had SOASE since the original release, and have had to patiently endure constant crashes and freezes ... until now. I checked the Nvidia site the other day, and found they have released version 175.16 for Vista. Once installing it, I went to a game on a large map, which previously would not go more than a minute or two before the Blue Screen of Death. Now it is playing as smooth as can be. :) One warning ... the "Find driver" thingy on the Nvidia site does
I think this is pretty low on the priority scale for "things to tidy up on" in this game. If "realism" is an issue for someone, Maudlin's exercise above works just fine.

Since the "evil" players understandibly want the nerf reversed, how about beefing up good and neutral to approach something closer to parity? 2. Starbase management can be really tedious. I am getting a ton of "String Not Found" errors in TA. Yes, I uninstalled the Beta. In fact, I uninstalled *everything* back to the beginning of GC2 (including deleting everything in "My Games"), and re-installed ... a tedious task, made worse by the "infinite loop" problem in SDC that I see others ran into as well. After a couple of days of fooling around and finally getting the game all reinstalled, the "String Not Found problem is none the better. I am running Windows Vista. <

The great power of the MCC is mostly an issue for those who want to play the metaverse, with the idea that this is supposed to reflect some kind fo a balanced comparison of player's scores. As difficult as it may be for some of us to admit ... there are indeed some things that are impossible for science to overcome. In the protesting words of Star Trek's Scotty, "I cannot change the laws of physics!" Of course, once we get into *metaphysics* the rules change, but I think the OP was speaking from a purely physical point of view, in which case we need to fall back on the "fiction" part of "science fiction" for a lot of the content of the GalCiv universe.
