What software can I use to create good-looking icons for IconPackager? in IconPackager WinCustomize Forums

I have searched the IconPackager section and most of the icon packs either look too shiny, or when I find a pack I like, it's missing several icons because it was made for Windows 7. I have Blender, which is 3D modelling software and GIMP, which is my photo editor, both free software. (I don't want to pay ridiculous Creative Cloud prices just to make descent textures.) I also have a Wacom drawing tablet. <spa
