noob question: alliances in Galactic Civilizations I Stardock Forums

seems like a really simple question probably, but in the game, i cant seem to make alliances with other empires, and as a result at one point or another die a horrible death as all of them attack me!!! i research the right stuff and am able to creat an alliance (it tells me so) but i dont know how to do it!!! plz help marst
