I prefer to keep Desktops separate so that I have one set of Applications open on my DEV-Desktop-Set and e.g. Discord/Whatsapp on my Social-Desktop-Set. Optimally, I'd also have different desktop icons on the DEV-set than on my Social-Set or Gaming-Set. However, with Fences I am unable to have different predetermined Desktop-Icons, let alone Fences on my separate Virtual Desktops.
