Try temporarily changing your window text color to something else and see if it changes that dialog's text. Then you'll know what you're up against. Sometimes Adobe will misuse System Color/Buttonface. You might try temporarily changing that to see if it changes the background in that dialog. If you're exporting at 25fps try exporting one at 30fps.

It wasn't ticked. I sat here and played with it, ticking and applying, unticking and applying, and it seems that setting controls the taskbar and window frames but the start menu is ignoring it.

And now I see that Curtains is using Acrylic Blur on the Start menu, so maybe it's a WB thing?
Win10 v21H1 b19043.1165 Is there a setting in Start11 for it to use Acrylic Blur? I haven't found it, and I have a standard blur Start Menu mixed with WB acrylic blur TB and Window frames, looks a little "wrong". Thanks.
A tip: To prevent WindowBlinds from loading at boot, hold down the [Ctrl] key while pressing [Enter] at the logon screen. That could be very useful if you end up stuck with a crashing skin attempting to load. You can then apply a different skin within WindowBlinds and/or delete the problem skin. I don't know that it will be a problem, but I don't know that it won't. I'd apply a different skin before deleting the problem skin, it might go better.
If he's wanting to only skin the titlebar though, that would mean a lot more deleting. I don't know how that might go. I think he meant something more along the lines of a user option. Curtains really is the obvious choice for this.
To answer the question though, no you can't just change the titlebar with WindowBlinds.

I'm on Win10 v21H1, without OldNewExplorer, and I get the right-click menu I showed while in Curtains. Did you try the Right-Click?
Right-click in the areas I've overlayed blue and see if you get the menu showing:

I took the Pressurized start button and split it into individual state files, and ran it through SKS's frame builder. It generated a start button that ran right (not backwards) but changed it from 86x30 per state to 455x40 per state, adding transparency. Are you intending to use this Start Button in WindowBlinds or Curtains?
I don't believe there are really any size constraints (within reason) for a Start Button in WindowBlinds. For example, in the skin I linked, she has a Start Button where each state/frame is 86x30. She has 14 states, so her total image size is 1204x30 (86x14=1204). You do need to make sure (the individual state width) x (the number of states) = (the total image size). I've seen a lot of different sizes of Start button images. Are you using that "Build high dpi image" button
If you're talking about a Start Button animation like you were in your earlier post, this skin has an animated Start Button and you might download and look at it to see if it tells you anything; https://www.wincustomize.com/explore/windowblinds/6928/ I've no idea what would make one go backwards.
